Levee Ready Columbia is a partnership of over 20 organizations committed to a collaborative approach to floodplain management and modernizing the 27-mile levee system along the Columbia River in urban Multnomah County. We are working to reduce the risk of flooding for an area critical to the region’s future while making the most of opportunities to improve the environment and recreational value of the managed floodplain. Colin Rowan

LRC Program Manager

Colin manages all things Levee Ready Columbia, including working closely with partners, managing the budget and other administrative items that keep LRC going, coordinating technical work, overseeing the program staff, coordinating with federal regulators, serving as spokesperson, and so much more. Prior to becoming the Program Director, Colin managed the LRC technical program and has intimate knowledge of the local levee and drainage systems. He’s also our resident Columbia Corridor historian. Basically, Colin has you covered no matter the topic.

LRC Public Affairs & Communications Manager

Evyn focuses on making Levee Ready Columbia’s efforts accessible to everyone and to bring policy ideas to life. She coordinates with the partners, elected officials, stakeholders, community organizations, and reporters to share information and engage members of the community. She also manages the partnership’s state legislative strategy in collaboration with LRC’s contract lobbyist in Salem.

Mark Wilcox

LRC Senior Project Manager

Mark serves as the lead liaison with the US Army Corps of Engineers on the New Start Feasibility Study while also managing a variety of technical projects for Levee Ready Columbia and the drainage districts. He works closely with members of the technical advisory and administrative subcommittees to conduct research and analysis, deliver information, and help facilitate decision-making associated with the capital and governance related improvements under consideration.
