December 2017 - Partners identify a better way to govern the levee system

After extensive research, evaluation, and discussion, the partners decide to work toward the implementation of a Water Improvement District for the management of the levee system in the future. The basic framework for the Water Improvement District already exists under ORS Chapter 552.

Based on the results of an economic benefit study, the partners decide that the boundary of this district should be coterminous with the Multnomah County Urban Growth Boundary set by Metro, which reflects the area where the greatest economic benefit is derived from the levees.

Next, the partners will begin to meet with local elected officials to identify the best pathway forward to implement the new structure.
